Dear Mac from Des Re: Cuban Ops

BK NOTES: This is a very interesting letter from Desmond FitzGerald - Chief of the CIA's Western Hemisphere Division to MacGeorge Bundy, the President's Special Assistnat for National Security Affairs, a few months after the assassination. They are discussing a recent meeting with Dick Helms about what to do with the Covert Operations they were conducting against Cuba, that the new LBJ administration didn't want to have anything to do with Cuba - and for good reasons.

MacGeorge Bundy and Desmond FitzGerald

LBJ told the Joint Chiefs of Staff that he would give them the war they wanted - but not in Cuba, in Vietnam.

And both Bundy and FitzGerald knew that the assassination of President Kennedy in Dallas was directly connected to the JMWAVE plans and operations against Castro, so they had to delicately decide what to do with these teams of covert operational commandos they had paid and trained, and who killed the President and got away with it because of the approval of their actions by those in the upper echelons of the military chain of command.

Bundy was in the basement White House Situation Room when Air Force One was returning from Texas, while FitzGerald was having lunch at an exclusive historic private club in Georgetown when news of the assassination arrived, and FitzGerald's assistant Samuel Halpern said they wondered if the Cubans were involved, just as Bobby Kennedy did when first informed of his brother's murder.

And that, I believe, we too should wonder, - were the anti-Castro Cubans who the CIA paid and trained to kill Castro turn their guns to JFK in Dallas?

That's what RFK, FitzGerald, Halpern, Bill Turner, John Rosselli, David Atlee Phillips and Rolf M. Larrson all thought as well. And these are all official intelligence and security agency officials, and not silly conspiracy theorists.

What do they do with these 50 covert commandos they spent millions of dollars conditioning and training for Cuban operations that they were now shutting down? And it is significant that they brought in Jacob Esterline, the guy responsible for the success of Guatemala in 1954 and the failure of the Bay of Pigs in 1961, to shut down JMWAVE after LBJ took command and wanted nothing to do with the Cuban operations.

As Fitz wrote: "In the first place, as you know very well, although the Agency appears as the proposer of most covert action programs at the Special Group and elsewhere, we do this only in response to what we understand to be policy requirements and have no interest in either commencing or perpetuating any programs which are not demanded by policy and which are not geared to the accomplishment of a specific objective. The interdependent program of actions which we proposed last spring and which was accepted in June 2 was based on three propositions which were accepted at the time: (a) that it was in the U.S. interest to get rid of Castro; (b) that, in attempting to do so, the U.S. did not wish either to employ overt force or to raise the international “noise level” to an unacceptable degree; and (c) that the ultimate objective of the program was not mass uprisings but to encourage disaffected elements within the military establishment and other power centers of the regime to carry out a coup."

But that coup was not carried out by anti-Castro Cuban military officers but by US military officers led by the Joint Chiefs of Staff, who were disaffected elements within the military establishment and power centers of the Kennedy administration and it was carried out against JFK instead of Castro.

As one of the five key attributes of the Valkyrie plot to kill Hitler, and one of the assumptions in this hypothesis that the German military plot to kill Hitler, was to be used against Castro, and was redirected to JFK in Dallas, is that the operational plan be approved by the victim.

This is one of the more bizarre aspects of the plot, but a key aspect as it would prepare the continuity of government plans to be implemented in the death of the leader, and head off retribution from RFK, as he would know of and even approved of the covert operations against Cuba that were being used to kill his brother.

As Des Fitz put it:  "The sabotage raids, built into the program as a sort of firing pin for internal unrest and to create the conditions for a coup, which was to be the main force leading to Castro's defeat, ran only from August to December and only five were actually conducted...The sabotage raids are conducted by Cuban exile groups held and trained in Florida and entirely subject to our planning and control. There are three of these groups totaling approximately 50 men. To place them in position and recover them there requires an extensive maritime apparatus in Florida, which likewise serves intelligence agent infiltrations and exfiltrations."

The problem they had was what to do with these highly trained and motivated men who were "entirely subject" to their planning and control, as they had been at Dealey Plaza?

"To maintain the raiding capability on a stand-by basis is expensive but, more importantly, the raiding groups themselves have a relatively short shelf life; if not employed their morale deteriorates and some of the members, usually the best motivated, drop out. Replacements can be acquired and trained but their caliber and morale is in large part determined by the morale of the exile community as a whole. We probably can retain the present raiding groups at roughly their current capabilities for another month or two, although the well-known Cuban volatility is capable of causing sudden and more rapid deterioration.....In short, we will need to know within a reasonable time whether we should continue to effect repairs to and keep in being our sabotage raiding apparatus."

And we know what they did - they disbanded JMWAVE but kept the three teams of 50 commandos operational, and gave them serious missions to keep up their morale.

In 1964 Rip Robertson and Carl Jenkins, the two primary CIA Cowboy leaders of the Cuban Pathfinders, took at least one team to the Congo where they engaged in operations against a pro-Castro Cuban unit fighting with the opposition.

And while Des Fitz's report says such teams are only effective for a few months at a time, many of the same team were brought back for training and supporting Nicaraguan Contras in their fight against the leftest Sandinistas, that had taken over after the CIA supported Somoza regime fell to the revolutionaries in the mid-1980s. That precipitated the Iran-Conra Affair, the primary scandal that Gene Wheaton tried to expose, though his insights into the JMWAVE Pathfinder commandos is our primary interest here.

We even have photos of Rip Robertson with a dozen of his commandos in the Congo, and a photo from Soldier of Fortune Magazine of the former JMWAVE trainers - John "I.F." Harper and others training the Contras.

It was also in Nicaragua and Costa Rica where Quaker matron and primary patron of the accused assassin of President Kennedy also reappears in an operational capacity, keeping track of and reporting on the liberal Quaker support of the Sandinistas, who the anti-Castro Cuban Pathfinders were fighting in their training and support of the Contras.

So we know now what they kept as a "self capability," what they went on to do, and what they disbanded - the JMWAVE apparatus - disbanded by Jake Esterline.

249. Letter From the Chief of the Western Hemisphere Division of the Central Intelligence Agency (FitzGerald) to the President's Special Assistant for National Security Affairs (Bundy)

Washington, March 6, 1964.

Dear Mac:

Dick Helms and I are most appreciative of the opportunity you gave us this morning for a thorough discussion of the Agency's various operational problems in connection with Cuba. It was very helpful to us and has served to clarify to a great extent our own thinking on the future of our various operational programs. It might perhaps be well to set forth, in this informal fashion, a list of the various topics which we discussed together with the considerations that appear to me to apply.

In the first place, as you know very well, although the Agency appears as the proposer of most covert action programs at the Special Group and elsewhere, we do this only in response to what we understand to be policy requirements and have no interest in either commencing or perpetuating any programs which are not demanded by policy and which are not geared to the accomplishment of a specific objective. The interdependent program of actions which we proposed last spring and which was accepted in June 2 was based on three propositions which were accepted at the time: (a) that it was in the U.S. interest to get rid of Castro; (b) that, in attempting to do so, the U.S. did not wish either to employ overt force or to raise the international “noise level” to an unacceptable degree; and (c) that the ultimate objective of the program was not mass uprisings but to encourage disaffected elements within the military establishment and other power centers of the regime to carry out a coup.

The resulting program represented a maximum covert effort but only a minimum overall national effort which could result in overthrowing Castro. The percentage of chance of achieving this purpose was admittedly never too high even had the program proceeded on full blower. In fact the economic part of the program suffered a serious, if not fatal, reverse with the Leyland bus contract and subsequent moves by European suppliers to take advantage of Castro's improved cash position.
The sabotage raids, built into the program as a sort of firing pin for internal unrest and to create the conditions for a coup, which was to be the main force leading to Castro's defeat, ran only from August to December and only five were actually conducted. The effectiveness of these five raids is certainly debatable; there are strong proponents on both sides of the argument. Regardless of how that debate might come out, however, five rather low-key raids followed by the present three-month hiatus, the latter clearly noted by pro- and anti-Castroites alike, adds up to a program of a much smaller dimension than originally envisioned which could not be expected to have had the desired detonating effect.

At the present time, as a result of a number of circumstances well known to you, Castro is in a strong upswing and the spirit of resistance within Cuba is at a very low point indeed. In my estimation, a covert program at this time designed to overthrow Castro is not realistic. Acceptance of risks and noise level of a greater magnitude than we had in mind in June would be needed to stand a chance in view of the developments since last June. This then raises the question of what should happen now to the various bits and pieces of the June program. I would like to mention these separately and refer to some of the considerations typical to each.

The sabotage raids are conducted by Cuban exile groups held and trained in Florida and entirely subject to our planning and control. There are three of these groups totaling approximately 50 men. To place them in position and recover them there requires an extensive maritime apparatus in Florida, which likewise serves intelligence agent infiltrations and exfiltrations. To maintain the raiding capability on a stand-by basis is expensive but, more importantly, the raiding groups themselves have a relatively short shelf life; if not employed their morale deteriorates and some of the members, usually the best motivated, drop out. Replacements can be acquired and trained but their caliber and morale is in large part determined by the morale of the exile community as a whole. We probably can retain the present raiding groups at roughly their current capabilities for another month or two, although the well-known Cuban volatility is capable of causing sudden and more rapid deterioration.

In short, we will need to know within a reasonable time whether we should continue to effect repairs to and keep in being our sabotage raiding apparatus.
The dismemberment of these raiding teams could be accomplished without too much shock to the exile community. It would be noticed, but, if done carefully, particularly if it coincided with the commencement of “autonomous” operations, it should not cause undue repercussions and polemics against U.S. policy.

As you know, again as part of the June plan, we are supporting two “autonomous” exile groups headed respectively by Manuel Artime and Manolo Ray. In both cases we have gone to maximum lengths to preserve the deniability of U.S. complicity in the operation. Artime, who now possesses the greater mechanical and paramilitary apparatus, has required a good deal of hand-feeding although still within the context of deniability. He will probably not be ready for his operations against Cuba before April or May of this year. He possesses most of his hardware and maritime equipment and has negotiated geographical and political bases in Central America. Manolo Ray has been handled on a much more independent basis. We have furnished him money and a certain amount of general advice. He does not possess the physical accoutrements that Artime has and is probably not as well equipped in terms of professional planning. Ray has a better political image inside Cuba among supporters of the revolution and has recently acquired, according to reports, some of the other leftwing exile activist groups such as Gutierrez Menoyo and his Second Front of the Escambray. He is said to be ready to move into Cuba on a clandestine basis late this spring. His first weapon will be sabotage inside Cuba, apparently not externally-mounted hit-and-run raids.

If U.S. policy should demand that the “autonomous” operations be suspended, we could of course cut off our support immediately. Artime and his group might or might not disintegrate at once. Manolo Ray almost certainly would continue. Both groups are based outside the United States and our only real leverage on them is through our financial support but withdrawal of this support would probably be fatal to their operations in time. A cutoff of this support, even though this support has been untraceable in a technical sense, would have a considerable impact within the exile community. U.S. support is rumored, especially in the case of Artime, and the collapse of the only remaining evidence of exile action against Castro would hit the exile community hard which is what it in turn would do to its favorite target, U.S. policy. The exile of today, however, appears to have lost much of his fervor and, in any case, does not seem to have the capacity for causing domestic trouble which he had a year or two ago. The Central American countries in which the exile bases exist would be greatly confused, although we have carefully never indicated to the governments of these countries any more than U.S. sympathy for the “autonomous” groups.

We have a capacity, which is increasing, to sabotage Cuban merchant ships calling at foreign ports. We are emphasizing in this program the more subtle forms of sabotage as against large explosions obviously stemming from agent-placed bombs and limpets. The Cuban merchant fleet, among the most badly run in the world, can be helped along to a measurable degree by this program.

On the economic warfare front, as you know, we have for many months conducted a covert denial program based on limited capabilities directed at very narrow targets. The effectiveness of this program is dependent on the careful selection of items to be denied in terms of their critical value to a key element of the Cuban economy. Despite the virtual collapse of the U.S. overall economic denial program against Cuba, we still retain the capacity, using unofficial and covert methods, to hurt but obviously not to destroy certain bits of the Cuban economy. This effort can be complemented by carefully concealed contamination of lubricants and similar actions.

Our program to get in touch with and subvert members of the military establishment and other elite groups in Cuba continues. Its chance of success naturally rises and falls with the state of morale inside Cuba as influenced by the success or inactivity of our other programs and the U.S. posture in general.

Our intelligence program continues at full force. It will be affected by anti-Castro morale but we believe that we can offset the effects of further deterioration in this morale by increasingly tightened and efficient operations.

We are seeking your advice to know which of the above lines of actions we should continue, which we should try to retain as a shelf capability and which to abandon. (Of course, intelligence collection would continue.) As parts of an integrated national program designed to have at least a fighting chance to get rid of Castro, they seemed to us to make sense; as separate pieces they can serve to exert some braking effect on Castro's progress, but that is about all.

Sincerely,

Des

General LeMay - Off Some Place

It should be pointed out that H.L. Hunt and D.H Byrd, who were two of LBJ's inner circle Dallas, TX oil men supporters were both very close to Gen. Curtis LeMay. Air Force Gen. Ed Lansdale was identified at TSBD by two of his peers Col. Fletcher Prouty and Gen. Victor Krulak. JFK researcher John Judge has long pinned the JFK assassination at the feet of Gen. Curtis LeMay.

Curtis LeMay, in his oral history with the LBJ Library, calls the Kennedy people “cockroaches” who were “vindictive,” “ruthless” and with [low] “moral standards.”

Link to LeMay's oral history with LBJ Library: http://web2.millerce...s_1971_0628.pdf

Frantz : As long as they rescue a portion of it well they are . . . . Where were you at
the time of the assassination?

LeMay : I was in Washington at the time--the Chief of Staff of the Air Force .

Frantz : You were at work on that particular day?

OFF SOME PLACE

LeMay : No, I was off some place, at the actual time of the assassination, I was
called back .

Frantz: Yes, what was the situation that you found when you got back to Washington?
Was there a little bit of tenseness or was it pretty well decided that Lee
Harvey Oswald was just after one man?

LeMay: Well there wasn't much of a flap . Everybody was a little concerned that they
didn't know what made the attack, the assassination, so they wanted
everybody present for duty . That's the reason they were called back.

Frantz: Was there any great difference between working on the Joint Chiefs under
Johnson than it had been with Kennedy or did the fact that you had the same
Secretary of Defense insure the continuity?

LeMay : No, I didn't understand exactly what was going on . For several months
before the President was assassinated they were rumors, and then they
got to be a little more than rumors, Vice President Johnson was going to
be dropped for the coming election . And all the Kennedy team was finally
got to openly to giving to the Vice President to the back of their hands,
and it was rather embarrassing for the country around Washington because
it was so apparent . Then bang, all at once he is President .

Frantz : Yes.

LeMay : And I believe all of this hard feeling grew up around the flight from Fort
Worth back was brought on by these people who had really been vulgar in
my opinion and snubbing the Vice President who expected to be stepped on
like the cockroaches they were, and he didn't do it . As a matter of fact
quite the contrary . From all I got the President was extremely polite to
Mrs . Kennedy and the family and bent over backwards to do everything he
could to soften the blow if that is possible . It isn't, but he certainly
was a Southern gentleman in every respect during this period . And I think
this rather surprised these people because they expected the same kind of
treatment that they had given him and he didn't give it to him . Why, I don't
know : I really don't know because well I can understand in having to face
an election and I can understand him being a smart enough politician to
know if he threw out all of the Kennedy crowd and put his in, this might
split the Democratic party at the time in the next election and so forth .
So I can understand him keeping these people around until the election was
over, but then he won the election--he won it with the greatest majority
that any President has ever had, but he still kept these people around .
The same people that had treated him so miserably during this period just
before President Kennedy's assassination .

Frantz : This is curious .

LeMay : Yes . I could never understand, never could figure it out yet . The only
answer I could come up with is that knowing the vindictiveness of these
people, knowing the moral standards of these people, how ruthless that
they were, they must have had some threat over the President that he
knew  that they would carry out .

Heavy insider buying in LTV stock by LBJ insiders DH Byrd and James Ling in Nov. 1963 in the weeks before the JFK assassination. Major defense contract awarded to LTV in January, 1964, paid for out of the nonexisting 1965 budget

Go to footnote #49

49. In early November 1963, Byrd and his investment partner, James Ling, made a significant insider purchase of stock in their defense industry investment, LTV. Although required by SEC rules to report this insider purchase, they delayed doing so until well after Kennedy’s assassination. Then in January LTV received the first major LBJ defense contract from the Pentagon – for a fighter plane designed for Vietnam. Cf. Joan Mellen, “The Kennedy Assassination and the Current Political Moment,” Part II,http://www.joanmellen.net/truth-2.html.

D.H. Byrd was so close to LBJ they might as well have been Siamese twins. And he is Col. D.H. Byrd Air Force, friends with Gen Curtis Lemay who called the Kennedys' "cockroaches" in his LBJ oral history. Air Force Gen. Edward Lansdale running the show at Dealey Plaza - joint CIA/military intelligence operation.

The heavy insider buying was based on DEAD KENNEDY coming up soon, with LBJ INSIDE WHITE HOUSE.

And who did LBJ tell Madeleine [Brown] who did it? The fat cats in Dallas and renegade intelligence bastards.

Anyone who tells you the JFK assassination is not solved, stick this in their face.

LBJ-DALLAS OIL/MILITARY CONTRACTORS/CIA/MILITARY INTELLIGENCE murdered JFK.
I should note that D.H. Byrd 1) employed LBJ's personal hit man Malcolm Wallace 2) owned the Texas School Book Depository and 3) could land his plane on LBJ's ranch anytime he wanted to even when LBJ was president.

Byrds, Planes, and an Automobile by Richard Batholomew

It is probable that Byrd knew David Ferrie and he definitely knew the very top Air Force brass through Civil Air Patrol (CAP). CAP Captain David Ferrie was CAP cadet Lee Harvey Oswald's trainer.316

Byrd was a co-founder of Civil Air Patrol. Displayed in his office, at 1110 Tower Petroleum Building in Dallas, were many pictures of himself in uniform with aviation dignitaries and Air Force Generals.317 He was an aviation buff but could not become a fighter pilot because his eyesight was bad.318 He co-founded CAP six days before Pearl Harbor.319 After World War II he spearheaded the establishment of the Cadet Program in CAP and contributed many scholarships to its cadets.320 In Dallas on May 24, 1963, the U.S. Air Force presented to Byrd its Scroll of Appreciation, which reads:

D.H. Byrd counted among his close friends one of the most famous aviators, General Jimmy Doolittle.322 Byrd and Doolittle were hunting buddies. Of Doolittle he wrote, "Having a fondness for being Number One in all my undertakings, it doesn't come naturally for me to confess that Doolittle is the one man whom I would gladly serve in any venture as Number Two."323 On one intriguing trip without Doolittle, Byrd went hunting in central Africa in November and December 1963. It was his first such trip of five during his lifetime outside of the U.S., Mexico, and Canada.324

Byrd prepared well for the trip: Temco, Inc. was an aircraft company founded by D.H. Byrd and which later merged with his friend James Ling's electronics company (1960), and aircraft manufacturer Chance Vought Corporation (1961) to form Ling-Temco-Vought (LTV). Byrd became a director325 of LTV and bought, along with Ling, 132,000 shares of LTV in November 1963.326 Byrd then left the country to go on his two-month safari in central Africa. He returned in January to find his good friend Lyndon Johnson president of the United States, his building famous, and a large defense contract awarded to LTV to build fighter planes -- to be paid for out of the 1965 budget which had not yet been approved by Congress.327

Mac Wallace, who received a five-year suspended sentence in the shooting death of John Douglas Kinser in Austin on October 22, 1951, went to work for Temco, Inc. of Garland, Texas five months after his trial. He remained in that position until February 1961, four months before Henry Marshall's mysterious death on June 3, 1961, when he transferred to the Anaheim, California offices of LTV.328

The transfer required a background check by the Navy. "The most intriguing part of the Wallace case was how a convicted murderer was able to get a job with defense contractors. Better yet, how was he able to get a security clearance? Clinton Peoples [the Texas Ranger Captain who investigated the Marshall and Kinser murders]329 reported that when the original security clearance was granted, he asked the Naval intelligence officer handling the case how such a person could get the clearance. `Politics,' the man replied. When Peoples asked who would have that much power, the simple answer was, `the vice president,' who at the time was Lyndon Johnson. Years later, after the story broke [of Billie Sol Estes' March 20, 1984 testimony that implicated Lyndon Johnson, Malcom Wallace, and Clifton Carter in the death of Henry Marshall], that investigator could not recall the conversation with Peoples but he did say no one forced him to write a favorable report. He also added that he wasn't the one that made the decision to grant the clearance. The whole matter might have been solved with a peek at that original report but unfortunately, when the files were checked, that particular report was suspiciously missing. It has never been seen since."330

Wallace was transferred and given clearance in February 1961. "In January 1961, the very month Johnson was sworn in as vice president, and the month Henry Marshall was in Dallas discussing how to combat Estes-like scams, Billie Sol Estes learned through his contacts that the USDA was investigating the allotment scheme and that Henry Marshall might end up testifying. The situation was supposedly discussed by Estes, Johnson, and Carter in the backyard of LBJ's Washington home. Johnson was, according to Estes, alarmed that if Marshall started talking it might result in an investigation that would implicate the vice president. At first it was decided to have Marshall transferred to Washington, but when told Marshall had already refused such a relocation, LBJ, according to Estes, said simply, `Then we'll have to get rid of him.'"331

According to Craig Zirbel, author of The Texas Connection, in May 1962, "...Johnson flew to Dallas aboard a military jet to privately meet with Estes and his lawyers on a plane parked away from the terminal....This incident would probably have remained secret except that LBJ's plane suffered a mishap in landing at Dallas. When investigative reporters attempted to obtain the tower records for the flight mishap the records were "sealed by government order."332

Still more LTV intrigues were revealed by Peter Dale Scott: "A fellow-director of [Jack Alston]
Crichton's333 firm of Dorchester Gas Producing was D.H. Byrd, an oil associate of Sid Richardson and Clint Murchison, and the LTV director who teamed up with James Ling to buy 132,000 shares of LTV in November 1963. While waiting to be sworn in as President in Dallas on November 22, Johnson spoke by telephone with J.W. Bullion, a member of the Dallas law firm (Thompson, Wright, Knight, and Simmons) which had the legal account for Dorchester Gas Producing and was represented on its board. The senior partner of the law firm, Dwight L. Simmons, had until 1960 sat on the board of Chance Vought Aircraft, a predecessor of Ling-Temco-Vought. One week after the assassination, Johnson named Bullion, who has been described as his `business friend and lawyer,' to be one of the two trustees handling the affairs of the former LBJ Co. while its owner was President."334

Another appreciative friend of Byrd's was Arthur Andrew Collins, the founder of the Collins Radio Company. Byrd, along with John D. Rockefeller, Jr., was a financier of his cousin Admiral Richard E. Byrd's polar expeditions by air. A mountain range at the South Pole is named the Harold Byrd Mountains in his honor.335 Some of that money went for the purchase of radio equipment and technical support from Arthur Collins. The 1933 expedition was the first big break for the young Collins Radio Company of Cedar Rapids Iowa.336

In May 1951 Collins began an expansion program to build a one-million dollar plant near the Dallas suburb of Richardson. A hanger was leased at nearby Red Bird Airport to install and repair airborne equipment. The move was due to a decentralization plan urged by the Defense Department for security reasons.

BK NOTES: I can confirm that the Defense Department had a decentralization plan for security reasons, as Arthur Young, the inventor of the Bell Helicopter told me was the reason why the Bell Helicopter plant was built in Texas instead of upstate New York where the main HQ of Bell Aircraft was located. As Young explained it to me, the idea was that if one spy infiltrated one plant, they couldn’t steal all the secrets if the manufacturing plants were spread out – and the Dallas – Fort Worth area was selected. That’s why you have so many major defense contractors in one small area of North Texas – Bell Helicopter, Collins Radio, General Dynamics, LTV, Haliburton, et al.

And it was Arthur Young who arranged for his son-in-law Michael Paine to work as a helicopter “designer” at Bell Helicopter in Texas, and why Michael and Ruth Paine moved there from suburban Philadelphia – the Quaker City – as Ruth Paine would know it.

Case Closed Opens Old Wounds - Review of Posner

BK NOTES: This is an article I wrote in response to Gerald Posner's book Case Closed, years before I started a blog, and I had forgotten about it and lost it from my archive. Thanks to Assassinationweb for posting this so long ago. Am now interested in Tony Zopi, and obtaining his HSCA testimony that I can't find on line. In it Zopi allegedly says that Air Force Chief of Staff General LeMay was pals with Chicago and Havana casino mobster and gambler Charles "Babe" Barron, an unlikely association that I am trying to figure out.

CASE CLOSED OPENS OLD WOUNDS

by William E. Kelly

Despite the thesis of Case Closed (Random House, 1993), Gerald Posner manages to provide a few missing pieces of the puzzle that, rather than cutting off lines of inquiry, prompt further questions. Early psychological testing results of young Lee Harvey Oswald, the identity of the owner of the '57 Chevy Oswald photographed in General Walker's driveway, the man Ruby was with at the moment of the assassination and Ruby's KLIF connections are all fruits of Posner's research, providing further food for fodder.

Posner takes pride in reviewing what critics have long neglected - Dr. Renatus Hartogs' report on Oswald as a New York City delinquent. Although its value is predicated on Oswald actually being the assassin, its significance may have been missed. According to Posner, Oswald was tested by Hartogs and diagnosed as having a "passive-aggressive" personality, a unique trait that is mentioned elsewhere among the assassination literature.

In a London Sunday Times article reporting from an Oslo, Norway, NATO conference on stress, U.S. Navy Lt. Commander Dr. Thomas Narut is quoted as saying that a "passive-aggressive" personality trait is exactly the type of person the Navy looked for in recruiting soldiers to become part of special assassination teams. Talking with reporter Peter Watson, Narut said, "U.S. Naval psychologists specially selected men for these commando tasks from submarine crews, paratroops, and some convicted murderers were being released from prisons to become assassins." They were then trained and programmed with the latest multi-media techniques at a Navy base in Southern California.

If Hartogs recognized this trait, certainly the USMC did as well, creating the distinct possibility that Oswald was recruited into this unit or a similar one. While Narut has conspicuously disappeared from public view, another Oslo conference participant, Alfred Zitani, was quoted in the London Sunday Times article saying, "Dr. Narut must realize this kind of information must be classified." In a December, 1993 telephone conversation, Zitani said that he does not know where Narut is today, but said that a British documentary TV producer also recently contacted him regarding Narut.

Zitani noted that the Oslo conference was not concerned solely with combat stress. Zitani presented a paper at the conference on stress experienced by students afraid of school - exactly why Oswald was tested by Hartogs after he was caught at the Bronx Zoo by a truant officer.

The "passive-aggressive" personality trait may not be common, Zitani said, but nor is it obvious. "You or I may be "passive-aggressive" and not know it," he said, you have to be tested specifically looking for such a trait.
How someone like Narut, a prominent psychologist and Naval Commander, could avoid further published scrutiny may indicate the significance of his information. Professor P. D. Scott's "negative template" - evidence by omission thesis, should be tested, not only by finding Narut, but by locating and interviewing Mr. Charles Klihr, whom Posner identifies as the owner of the '57 Chevy that Oswald photographed in Gen. Walker's driveway.

Although the photograph was among Oswald's effects taken by the Dallas police, and can be seen complete in Chief Curry's book (JFK Assassination File, 1969), the license plate on the car was obliterated after it came into the possession of the Dallas police. Posner mistakenly writes, "A photo of evidence taken at Oswald's flat after the assassination shows the hole was in the print at that time." (p.117) The photo was taken not from "Oswald's flat," but from Mrs. Paine's garage in Irving, and, as can be seen in Curry's book, the photo was intact when in his possession.

Since such license plate information has been successfully used elsewhere in this case, particularly with the Wise incident (See: Oswald - Tippit associates, HSCA Vol. XI), the car's owner is thought to be significant given the extent someone went to destroy evidence in order to protect another person. Posner continues to belittle this evidence however, dryly noting, "the photo was taken from such a distance that the license plate of the car would not have been legible in any case..." (P. 117)

Then, without a footnote or citing the source (another "negative template"), Posner writes, "...and it was later determined the car belonged to a Walker aide, Charles Klihr." (p.117) Given that Walker's group was then being infiltrated by the Schmidt brothers, Charles Klihr's background should be checked and it should be determined why Klihr's identity was significant enough to destroy evidence to protect him.

Then there's the case of Don Campbell. According to Posner's account, "From about 9:45 to 10:45, Ruby had dinner with Dallas businessman Ralph Paul, his good friend and financial backer. They ate at the Egyptian Lounge, a restaurant and nightclub." (pp. 367, 368)

The footnote at the bottom of the page reads:

"The owner of the Egyptian Lounge, Joseph Campisi, was evidently associated with a host of leading mobsters. Ruby was a frequent patron at the Egyptian Lounge, so his Thursday night dinner there was not out of the ordinary... Campisi did not see Ruby that night... Summers, relying on an FBI report, says Ruby had a brief conversation at the Lounge with someone named 'Conners' from the Dallas Morning News and 'no person of that name worked at the News in 1963,' implying there is a mystery about the person whom Ruby spoke to... However, the FBI mistakenly listed the name as 'Conners.' Ruby actually spoke to Don Campbell, a salesman in the advertising department at the News. He invited Ruby to the Castaway Club on Thursday night, but Ruby declined"

Instead of joining Campbell at the Castaway Club that night, Ruby met up with his old friend from Chicago, Larry Meyers, at the Cabana Hotel lounge. Also at the Cabana that night were Meyer's companion Jean Aase, who was in telephone communication with David Ferrie, Meyer's brother Ed and his wife, in town for a Pepsi Cola convention, mob courier Jim Braden and his friend Morgan Brown. The ubiquitious Beverly Oliver, (in The Third Decade, Nov. 1993) also claims to have been at the Cabana that night dancing with auto salesman Jack Lawrence.

The next day JFK was killed while Brown was visiting H. L. Hunt. Braden was taken into custody as a suspicious person at the scene of the crime. Ruby was four blocks away at the Dallas Morning News where he had spent the morning with Mr. Don Campbell.

Writes Posner: "On Friday, November 22, Ruby was up by 9:30 and at the Dallas Morning News shortly before 11:00 in order to place his regular weekend advertisements for his two nightclubs... He then stopped by the office of Tony Zoppi, the newspaper's entertainment reporter, but he was not in."

Posner's footnote for this: "Interview with Tony Zoppi, November 23, 1992), is also supported by Ruby's Warren Commission testimony, "So I went down there Friday morning to Tony Zoppi's office, and they said he went to New Orleans for a few days." (9 AH 1102; 5 WH 183; Scott, Deep Politics p. 198); but Zoppi gave a conflicting report to the Congressional investigators in 1978. Their report (HSCA Vol. 5, p. 170) reads:

"Ruby visited Zoppi at 10:30 on the morning of the assassination with a picture of an ESP expert he wanted Zoppi to plug... Ruby, he later said, was a 'highly emotional' person and Zoppi believed him to be too calm that morning to have been involved in a conspiracy. Ruby told him he was moving into a new apartment starting Monday that cost $190 a month (up from $100 that Ruby had been paying). The new address was 21 Turtle Creek. When Zoppi questioned him about it, Ruby said, 'I've scrimped all my life and now I want to live a little.' These were Ruby's last words to Zoppi..."

The Warren Report (p. 334) reads: "Ruby then went to the office of the Morning News Columnist, Tony Zoppi, where he states he obtained a brochure on his new master of ceremonies that he wanted to use in preparing copy for his advertisements. Proceeding to the advertising department, he spoke with advertising employee Don Campbell from about noon until 12:25 p.m. when Campbell left the office... According to Campbell, Ruby did not mention the Presidential motorcade nor did he display any unusual behavior."
Posner's version is: "Ruby next went to the second-floor advertising department where he met with Don Campbell, the sales agent he had seen at the Cabana Hotel (sic) the night before."

Campbell had seen and talked with Ruby at Campisi's Egyptian Lounge the night before the assassination, a fact brought out by Posner himself, and then Campbell is with Ruby again up until five minutes before the assassination.

After fifteen minutes Posner then picks up the scene, during which time JFK is shot in the back four blocks away.

"Before 12:40, John Newman, another advertising department employee, observed Ruby sitting at the same desk where Campbell had left him. He was reading the Morning News...'Welcome Mr. Kennedy,' (ad)... the text accused the President of being a Communist tool. It was signed by 'The American Fact Finding Committee, Bernard Weissman, Chairman.' Ruby was very disturbed that the News should have run such a demeaning advertisement and was dismayed that it was signed by someone with a Jewish name."

Weissman was an associate of Larry Schmidt, who was trying to infiltrate such right wing organizations as the Young Americans For Freedom, the John Birch Society and Walker's group. They organized the demonstration against UN ambassador Adlai Stevenson and Schmidt's brother had become Gen. Walker's driver. The Schmidt brothers have also become suspects as accomplices in the shooting of Gen. Walker (See: The Man Who Knew Too Much, Russell).

Entertainment writer Tony Zoppi was supposed to go to Cuba with Ruby, and was working at the Riviera casino in Vegas when the HSCA caught up with him in 1978, so the conflicting nature of his testimony concerning his presence at the Dallas Morning News that day should be clarified. P. D. Scott has speculated that Zoppi's office was the connection to the Vegas interests, just as Campisi's Egyptian lounge was the connection to Carlos Marcello and New Orleans interests. (See: HSCA, Vol. IX, Campisi testimony, and PBS Frontline).

In addition, what was Ruby doing in the missing fifteen minutes when no one saw him, which just happens to include the precise moment JFK was being killed a few blocks away? Whatever he was doing, his attitude changed drastically after the assassination. Even before he left the newspaper offices it was obvious he was more than just upset over the assassination.

Ruby then went to Parkland Hospital at 1:30, where he was seen by at least three witnesses. For some reason, Ruby later denied he was there, leading to speculation that he planted the "magic bullet" that was found on a stretcher. By 2p.m. he was back at the Carousel Club, making phone calls.

What is significant about the information Posner brings out is that Ruby met with Don Campbell on the night before the assassination at Campisi's Egyptian Lounge, and then spent over three hours in Campbell's office during which time the assassination occurred.

Posner also confirms Ruby's interesting associations with KLIF radio, even going so far as to conclude that, "As far as Jack (Ruby) was concerned, he was...officially representing KLIF as a reporter" when he shot Oswald. KLIF is the only radio station not listed in Posner's index, and when given the opportunity to mention that Ruby called the home of the station's owner, Gordon McLendon, to obtain the phone number of the station, he merely notes that Ruby, "had obtained the number." (Scott's "negative template"?)

McLendon's KLIF broadcast the rightwing propaganda radio show Lifeline, financed by the Hunt family, and copies of the Lifeline newsletter were found in Ruby's car. Ruby said he considered McLendon one of his "six best friends"(20 WH 29, Scott, Deep Politics, p. 217), and turned the tables on his inquisitors when he asked Earl Warren if he knew McLendon.

Ironically, Ruby had called a newsman at KLIF when he noticed the "Impeach Earl Warren" billboard, and asked who Earl Warren was. He considered the billboard significant enough to take a picture of it at 4 a.m. in the morning. Ruby went to the coffee shop at the Southland Building, where Antonio Veciana had previously met with "Maurice Bishop" and Oswald.

McLendon's friendship with David A. Phillips - (aka Maurice Bishop) dated to the 1940's, so McLendon provides a link between Ruby and Oswald.

Dr. Thomas Narut, Charles Klihr, Don Campbell and Gordon McLendon are four persons who should be further investigated. Thank you Gerald Posner

Blakey and Billings, The Plot,230. More pertinent was probably the fact that the Sans Souci was operated, at this time, by Dave Yaras and Lenny Patrick, the suspected killers of James Ragen (9 AH 948).

Also at this time, Rosselli's most constant companion was "Major" Charles "Babe" Baron, a suspected murderer who was also a brigadier-general in the Illinois National Guard.[75] Rappleye and Becker, All-American Mafioso,136, 139, 145-47, etc.

In 1978, investigating the circumstances of Ruby's trip to Cuba, House Committee investigators interviewed Ruby's friend Tony Zoppi, with whom Ruby spent the morning of November 22 before the assassination. (As we shall see, there are serious problems with Ruby's and Zoppi's conflicting accounts of both the 1959 trip and the November 22 visit; 5 WH 183; 5 AH 176 [Ruby]; 5 AH 170 [Zoppi].)

They found Zoppi in 1978 at the Riviera Hotel in Las Vegas, where Baron now worked. Zoppi knew Baron, whom he identified as "a general in the Army Reserves and a close friend of General Curtis LeMay." The investigators "subsequently learned that Baron was visiting LeMay the following week" (5 AH 170).

Baron was a protégé of Chicago Democratic machine leader Jake Arvey, as were Yaras and Patrick; and an even closer friend of Patrick Hoy, the Henry Crown employee at General Dynamics who arranged for Sidney Korshak to work for Hilton Hotels.[76]Demaris, Captive City,250 Hoy was also the general manager of the Sherman Hotel in Chicago, a hangout frequented by Ruby and Jones in 1947 (22 WH 366; 24 WH 518).

There have been a number of stories linking Ruby, and his casino operator friend Lewis McWillie, to arms trafficking to Cuba, one of which involved an eyewitness account of a meeting in Dallas between Ruby and a US. army colonel in uniform.[77]14 WH 345-53 (colonel); Meagher, Accessories,385-86; Scheim, Contract on America,225-27; cf. Summers, Conspiracy,461-65.

After Ruby had been convicted of Oswald's murder, he reportedly told a friend in his jail cell, "They're going to find out about Cuba. They're going to find out about the guns, find out about New Orleans, find out about everything."[78]Page 167 of 361Deep Politics and the Death of JFK7/22/2006
