…If (the “Oswald, the Pro-Castro Commie” story) was that coordinated, that quick, and as detailed, it would be reasonable to infer that it had been laid on in advance. I set out to identify the sources of these stories that came out immediately after the assassination with detailed information on Oswald and his pro-Castro activities. I started asking for the CIA files on all those sources. I got a lot of them before we lost access, but I did not get them all. That was one of the things I was really pressing on, when I got shut down.

In the same period, I also found a reference to a CIA debriefing of Johnny Roselli, after Drew Pearson published his piece about Castro turning the assassins sent to kill him around and sending them back to kill Kennedy. I asked for the records about the debriefing that was part of what I was looking into with Bill Harvey. That's how I came across that. I very clearly remember some of the details about this. The debriefing happened at a CIA safe house over a period of two weeks in 1967. Sheffield Edwards was one of the debriefers. He was brought out of retirement, I think in order to do that, I think I remember that he was brought out of retirement.

And that was when the CIA changed the procedures on us. They brought George Joannides out of retirement to be the new liaison for me and Ed (Edwin L. Lopez), primarily. He closed our office at Langley. The agency set up a safe room for us to use as committee offices. I no longer had direct contact with any CIA employees to request files. All further requests for documents and files had to be in writing and approved through official channels. Files (we requested) were not produced for weeks after being requested. My whole inquiry into areas outside and inside the scope of my portfolio ground to a halt. We soon thereafter lost unexpurgated access and perk…

Long and short on the Rosselli debriefing: I was told eventually -- I was given expurgated access to it. As a matter of fact, it was the first expurgated document I was handed. It happened out at the old meeting room that I had at the CIA. It was one of the few times that I am sure I met George Joannides. Ed remembers meeting him a lot. I don't remember meeting that many times, but I know I met him that time because when I walked in, it was just me, him, and Scott Breckenridge.

They handed me the file. It was about 2-inches, 2-and-a-half-inches thick. I sat down at the desk and they stood there, grinning, which struck me as unusual, and I thought maybe they don't trust me to look at the file without them present, because usually whoever delivered the file (in the past) would leave and let me work on them. And they were standing there, grinning in anticipation. And I opened it. And not only was the document expurgated, instead of taking the document and blacking out the lines on the copy, which is what they always did, they had retyped the whole document leaving white spaces where things were left out.

I blew up. I left. And, uh. They agreed, after the committee issued a subpoena, they agreed to let Gary Cornwall see it, unexpurgated. Gary went out there one day in the middle of trying to get the final report written, with 20 things on his agenda to get done. He stayed maybe two hours. He was out of the office about two hours. I know because I was waiting for him to get back, because I wanted to find out what he'd seen. And when he came back in he said, “It doesn't have anything to do with what you're working on for the final report. Forget it.” And that was the end of it.

That was the end of it until I went before the Assassination Records Review Board, which I was subpoenaed before to testify. And after they'd asked me about all the documents they wanted to ask me about, they asked me if there was anything else that they should ask me about that they had not asked me about. I told them about the debriefing of Johnny Roselli, about Sheffield Edwards' involvement, about Harvey, leaving the (inaudible) with the Harvey files. They (ARRB) said they would search for that, because it certainly sounded interesting and relevant and something that should be disclosed. They later had the kindness to get back to me, to tell me there was no record of any such file having ever existed or having ever been requested by the House Select Committee on Assassinations...

The George Joannides case shows the lengths to which the CIA went to stonewall the HSCA investigation. That's not just what Mr. Hardway said, it's what G. Robert Blakey, the chief counsel and staff director of the HSCA said: “I am no longer confident that the Central Intelligence Agency co-operated with the committee... “

I was not told of Joannides’ background with the DRE, a focal point of the investigation. Had I known who he was, he would have been a witness who would have been interrogated under oath by the staff or by the committee. He would never have been acceptable as a point of contact with us to retrieve documents. In fact, I have now learned, as I note above, that Joannides was the point of contact between the Agency and DRE during the period Oswald was in contact with DRE.

That the Agency would put a “material witness” in as a “filter” between the committee and its quests for documents was a flat out breach of the understanding the committee had with the Agency that it would co-operate with the investigation.

The committee’s researchers immediately complained to me that Joannides was, in fact, not facilitating but obstructing our obtaining of documents. I contacted Breckinridge and Joannides. Their side of the story wrote off the complaints to the young age and attitude of the people.

They were certainly right about one question: the committee’s researchers did not trust the Agency. Indeed, that is precisely why they were in their positions. We wanted to test the Agency’s integrity. I wrote off the complaints. I was wrong; the researchers were right. I now believe the process lacked integrity precisely because of Joannides.

Significantly, the Warren Commission’s conclusion that the agencies of the government co-operated with it is, in retrospect, not the truth.

Federal Judge John Tunheim, who headed the ARRB panel, the government body charged with finding, reviewing and releasing all pertinent JFK and MLK assassination records, said he was very surprised to learn to what extend the CIA went to obstruct HSCA Congressional investigators, the ARRB and the law: 

“It really was an example of treachery,” Tunheim said in a recent interview of the CIA’s handling of the Joannides affair. “If (the CIA) fooled us on that, they may have fooled us on other things.”

Members of COPA – the Coalition on Political Assassinations held a small ceremony at the JFK Monument at American University at noon every June 10^th from 1991 until last year 2015, though that tradition has ended, others are  marking the June 10^th date as a major crossroads turning point in history.

As I was there at the conception, I can tell you that the idea for such a ceremony began at one of the first COPA meetings at the old Quaker meeting room on Capitol Hill. It was there, during a recess lunch at the nearby Hawk & Dove bar and grill where it was read from a newspaper that the Kennedy family would prefer that President Kennedy be remembered for his life and achievements and not on November 22^nd, the day of his death.

Indeed, most presidents and famous personages are remembered on their birthdays, and not the day on which they were murdered, but JFK stands out as a thorny exception. We don’t remember him on May 29^th, the day he was born in 1917, one hundred years next May, but instead remember him every November 22^nd, a fact that the Kennedy family had called attention to by asking people to recall JFK for his life, his policies and achievements, and not his murder, the still legally unresolved homicide that remains a mystery that can and will be resolved to a legal and moral certainty.

With the plea from the Kennedy family to honor JFK on a day other than his death, we sat around the Hawk & the Dove bar and came up with June 10^th – the day JFK delivered his “Peace Speech,” said to be the most important speech of his administration and the one, some say, that got him killed.

Around the same time we were considering using June 10^th as a day to honor JFK, Soviet Premier Mikael Gorbachev visited Dallas. Gorbachev, who personally saw to the end of the cold war, the fall of the Berlin Wall and the end of the Soviet control of Russia, visited Dealey Plaza and met Bob Groden, who gave him a copy of his book, and then went up to the Sixth Floor Museum, where in the Visitor’s Note book he wrote a note that called attention to JFK’s June 10^th 1963 speech at American University.

By 1991 there were a number of things happening, besides the forming of COPA, the release of Oliver Stone’s movie JFK  that stimulated people to press Congress to pass the JFK Act of 1992. American University sponsored a one day symposium on cinema and politics, and a panel member had backed out and my COPA associate John Judge was asked to fill in and did some admirably.

John Judge’s  response to Dan Moldea’s suggestion that the Mafia killed JFK is a classic that when cablecast  on ESPN immediately got COPA support, and caught the attention of  Diane Reim, the NPR radio interviewer who broadcast from American University – who had John Judge and Col. Fletcher Prouty do a nationally syndicated radio show on the air.

Since the graduation is now held earlier than June 10^th, the class rooms and dorm rooms were available, so we held a one day mini-conference the first year when John Newman and Dan Alcorn each gave short lectures, and a dozen or so of us stayed overnight in the dorm rooms.

Over the ensuring years, the numbers of those attending the June 10^th event varied from a half-dozen to a dozen or more, and lasted only an hour, during which anyone there would take turns talking about JFK and reading a line or two from one of his speeches.

June 10^th 2002 was special because one of COPA’s members flew in from London to attend, and Lance and Randy Benson came by and filmed much of it, and afterwards we went to a National Press Club event on 9/11.

Randy’s film “The Searchers” is without a doubt the best documentary film on the subject of the researchers, and he was there when I was, so I can attest to that fact.

The JFK Memorial Plaque is situated at the west end of the football field, where the graduation ceremony was held outdoors, and the plaque is set where the makeshift stage was set when JFK was there. It reads a quote from the speech and recognizes its significance.

After spending an hour or maybe a little more there, we would agree to meet somewhere close for lunch, usually less than a mile or so away, and it was there we would hatch plans for what we thought should b done.

 It’s sad for me now, so many years later, to look over that list of items – such as - get Congress to hold oversight hearings on the JFK Act, something that still hasn’t been done.

And now, many years later, while COPA does not hold their annual June 10^th ceremony at the JFK Monument at American University, CAPA is now continuing COPA’s role, and maybe it will continue some of its traditions, like honoring JFK for his policies and administration on June 10^th.

Continuing this identification with June 10^th as a significant time Jeff Morley has used the date to publish his new ebook – on the Secret CIA Assassination records. 

And we have started a new organization - CAPA - Citizens Against Political Assassinations to take up where COPA left off, and we may resume the June 10th ceremony at American University next year, which will also be JFK's 100th birthday on May 29 and the release of the still withheld JFK Assassination records on October 26.

From Rod Serling to Hollywood stars, Yellow Springs has its fair share of celebrity associations. But one of its strangest connections is likely its most infamous. According to some theorists, at one point Yellow Springs was said to host none other than Lee Harvey Oswald, the man behind the Kennedy assassination. Was he really here? Why? How? Was it all just part of a larger CIA-led plot?

In the 1960s, Antioch was a hotbed of left wing activism and as such was frequently on the government’s radar. The government kept files on students and student groups connected with the College. When an Antioch grad named Ruth Paine was connected to Oswald, Oswald was in turn connected to the College.

Ruth Paine graduated from Antioch in 1955 and eventually moved to Irving, Texas with her husband and their children. There she befriend Marina Oswald, Lee Harvey’s wife, who had come to the United States with Oswald following his years in Russia. Paine spoke Russian and met Marina through a friend. When Lee Harvey moved around Texas looking for work, Marina and their two children would stay with Paine. In October 1963, Lee Harvey got a job at the Texas Book Depository. On November 21, 1963, he came to retrieve some of his belongings from Paine’s garage, including the rifle he would use to kill Kennedy the next day.

Paine was promptly questioned by the FBI and later testified at the Warren Commission, the official government inquiry into the assassination. Her testimony discusses her time at Antioch where she admits having read The Communist Manifesto as part of a class. She said she had no interest in it later, nor did she have any interest in Das Kapital. (“I have seen the size of the book, and I certainly would not want to read it,” she said in her testimony.)

Paine also discovered by accident that Lee Harvey had attempted to assassinate another government official, who was not wounded. But she was not considered to have any sort of involvement with Oswald and was able to go about her life, eventually becoming a school psychologist. The home where the rifle was concealed was eventually purchased by the city of Irving, Texas and turned into a museum.

The rumors connecting Oswald to Yellow Springs started a few weeks after the assassination. Every city probably seized on the most tenuous Oswald connection.

The Columbus Dispatch wrote an article about the Paine-Antioch connection, noting Paine learned Russian from Marina Oswald, that she considers the Russian language a hobby, and that she is a Quaker and a pacifist. The article published the addresses of Paine’s parents and family, who lived in Columbus, in their entirety. In the same piece, the Dispatch reported that Antioch students were among those involved in a “Fair Play for Cuba” demonstration in front of the statehouse in Columbus.

In November 1963, a Columbus, Ohio police officer received information from an anonymous source that Lee Harvey Oswald had attempted to attend Antioch in 1957 but was not accepted because he couldn’t prove he graduated high school. This has never been verified.

An intelligence agent issued a report in early 1964 suggesting Oswald was receiving money orders through a bank in Yellow Springs. But this allegation was “completely run out and has proven to have no basis in fact,” and the report was not disseminated outside of the office. In fact, a declassified document mentions that the people responsible for this particular rumor were chastised: “Personnel of the Cincinnati Office who were responsible for the poor wording in the report [about] the Oswald case have been issued sharp error slips…and have been issued emphatic admonitions.”

However, it is likely that “official” accounts of his whereabouts will be distorted by the government, as many believe that Oswald was a CIA operative who only appeared to be a pro-Castro agitator. The story goes that when the government orchestrated Kennedy’s assassination, they had the perfect person to blame it on, Oswald, because he was already known as a vocal communist.

Following this logic, some say, Oswald’s connection with Ruth Paine, who also spoke Russian, means that she too was likely a CIA operative. And assuming for a moment that the discrediting of the Oswald-Yellow Springs connection was really government disinformation, Oswald’s connection to Antioch coupled with Paine’s connection to Antioch means that Antioch was or still is connected to the CIA.

In addition to past Antioch professors having connections to security agencies, author Bob Fitrakis writes that a few former members of Antioch’s board of trustees have connections to corporations that provide defense technology solutions to the Department of Homeland Security, the Department of Defense, and other intelligence agencies. Fitrakis also says that one shouldn’t fail to notice the college’s proximity to Wright-Patt or The Ohio State University, who works very closely with the “CIA’s favorite nonprofit Battelle,” a mysterious research company whose campus is located right next to the university.

However, Antioch may not be a CIA front in toto, it may just have been infiltrated. “If the CIA or U.S. intelligence services were involved in the subversion of America’s most pro-peace college, it wouldn’t be the first time that the progressive college campuses have been infiltrated,” writes Fitrakis. “The CIA subverted the National Student Association in the late 50s and early 60s. The agency also has been accused of subverting everything from fraternities to Fullbright scholars to Peace Corps workers.”

Was Antioch subverted? Was Oswald actually in Yellow Springs? Did Ruth Paine know more than she let on? Maybe we’ll know the answers to these and the infinite other questions about the Kennedy assassination when the rest of associated records are released to the public next year.

Some intrepid JFK assassination researcher noticed among the Warren Commission records that someone had written the name “Adolph H. Schicklgruber” in a notebook belonging to Marina Oswald, the Russian wife of Lee Harvey Oswald, the accused assassin of President Kennedy.

Of course every detail in a high profile murder case should be reviewed and I'm sure it was quickly determined that Schicklgruber is often said to be the real name of Adolph Hitler, and quickly puts an end to any deeper research into that line of inquiry.

But alas, it doesn't end there as further documentation reveals that the whole Adolph H. Schicklgruber story is exposed not only as a lie, but an intentional lie propagated by World War II Allied disinformation specialists.

As mentioned in the New York Times (May 6, 1990 Opinion), and documented by Alan Bullock in his authorative biography “Hitler - A Study in Tyranny,” the Schicklgruber lie was first brought out by radio broadcaster Hans Habe, an Allied war propagandist.

Hitler’s grandmother was Maria Anna Schicklgruber and his father was Alois Heidler, so the Allied psychological warfare operatives thought making fun of Hitler’s questionable family background and grandmother’s name would belittle him and advance the Allied cause during the war. And it did work to some extent but also lingered afterwards and entered into popular mythology.

The questions never asked however is why Hitler’s fake name, propagated by disinformation agents, was inscribed in the notebook of the wife of the accused assassin of the President, and whether Oswald himself was the subject of a similar disinformation effort that falsely brands him Kennedy’s killer.

The Umbrella Man Reconsidered - Does he provide the motive for the murder? 

One of the most interesting things seen in the Zapruder film isn’t the snap back to the left, the blood splatter or Jackie scrambling onto the trunk after a piece of skull but the tall, thin man who raises and closes an umbrella as the President is shot in front of him.

When President Kennedy rode down the Elm Street slope one of the last things he saw, before his head was split open by a bullet, was this tall thin man opening and closing a black umbrella.

Some conspiracy theorists speculated that he was giving a signal to gunman for them to shoot, while others say the umbrella itself was used as a weapon, as the CIA technical services division had devised a dart shooting umbrella that could kill.

But the speculation ended during the summer of 1978 when the Umbrella Man came out of the woodwork, identified himself as Louis Witt and testified before the House Select Committee on Assassinations (HSCA), acknowledging that it wasn’t so much a signal as it was a sign of protest.

Witt said he was protesting the pre-World War II isolationist views of the President’s father Joe Kennedy,  who as Ambassador to the Court of Saint James, sided with the British Prime Minister Chamberlain, whose accomidating agreement with Hitler at a conference in Munich led to the Nazi invasions of Poland, France and Holland and World War II.

The Umbrella Man and his one-demonstration against the President, at the very moment of his murder, is the subject of Earrol Morris's amusing video interview with Joshia Thompson, the former Philadelphia college classics professor who became a Life Magazine consultant in its analysis of the Zapruder film of the assassination and whose book Six Seconds in Dallas is considered a classic microscopic analysis of those six seconds that shots rang out trough Dealey Plaza.

Thompson, whose nickname is “Tink,” went on to become a celebrated private eye out of San Francisco, in the Sam Spade mold, writing “Gumshoe,” a best selling chronical of the hundreds of interesting cases he worked on over the years.

In a casual conversation while we were standing at the scene of the crime one anniversary weekend Thompson talked about how exciting it was cracking crimes as a private investigator, and as in the game of chess, it isn’t the checkmate that is meaningful it is the moment that you realize checkmate is inevitable that matters.

“It’s that eureka moment when you find that missing piece to the puzzle and realize, a ha!, now it all makes sense. That’s how they did it, and now all you have to do is assemble the evidence and let the game play out.”

“But you know,” Thompson soberly reflected, “that never happened with the Kennedy assassination.”

Well that moment has arrived for me and I will soon be able to outline a basic theory that explains what happened in those few seconds in Dealey Plaza, who did it and why, a conspiracy theory that I believe will pan out if others will follow up on my leads and hunches and could even identify the shooters and their sponsors to a legal and moral certainty.  And I believe that this theory, unlike all the others, can and will be verified and generally accepted as the historical interpretation.

The Umbrella Man gave us the motive when he testified at a nationally televised Congressional hearing way back in 1978, but nobody was listening.

As explained by Thompson in the BM video and elaborated on in detail by Witt in his testimony, the black umbrella was not a signal but a sign of protest – as the black umbrella was a symbol of Chamberlain’s fearful acceptance of the Nazi bully, as Chamberlain’s treaty with Hitler was a political and diplomatic defeat.

And Witt believed that JFK would recognize the black umbrella symbol and know that he was protesting, only his timing was a little off. As Witt testified, he couldn’t have picked a worse time or place to protest as the president was killed directly in front of him.

When asked who or what inspired him to hold such a protest, Witt explained that he couldn’t remember exactly who mentioned it but it was just office chatter in the company cafeteria, when it was casually said that the Kennedys viewed the umbrella as a symbol of their father’s failed pro-Nazi policies, a subject JFK wrote a book on – “Why England Slept.”

Where do you work? – a Congressman asked, and Witt said he worked for a Dallas insurance company just up the street from Dealey Plaza.

Then everyone went back to blaming the death of JFK on violent southern hatred of New England Yankee liberals.

But it wasn’t just a few violent southern rednecks who protested JFK, it was only Witt, who shared the feelings of fellow office employees at the Rio Grande building were not just insurance professionals, but also church officials and Army Intelligence officers, who also shared the building and the Rio Grande cafeteria.

And it wasn’t just JFK’s father whose policies Witt was protesting, it was JFK’s liberal policies towards Communism – Cuba and the Soviet Union in particular, that particularly irritated the southern conservatives, especially after the failed Bay of Pigs invasion of Cuba and the peaceful diplomatic solution to the Cuban Missile Crisis, without even mentioning the on-going back channel negotiations with Castro that, if known to the public at the time, would have provided the motive to violently harm him. At least that’s what Kennedy aide Arthur Schlesinger said when he learned of the details of the back channel JFK had opened with Castro via William Atwood at the UN.

Besides the Umbrella Man protesting Joe Kennedy’s policies in regard to Nazi Germany, the issue is also mentioned on the White House Oval Office tapes Kennedy recorded, when during the Cuban Missile Crisis, Air Force Chief of Staff Gen. Curtis LeMay has a heated conversation with the President.

LeMay and the Joint Chiefs of Staff were united in their urging the President to attack and invade Cuba to put the Soviet missiles out of action, but JFK saw that leading to a conventional war over Berlin that would escalate to a nuclear war quickly, something LeMay, as former commander of the Strategic Air Command, thought would be a good thing. Kennedy preferred a diplomatic solution and ordered a blockade instead.

When LeMay mumbled something, JFK asked, “What did you say?”

LeMay responded, “I said you are in a pretty bad fix, Mister President.”

In one of the Miller Center transcripts of the conversation it is inexplicitly determined to be unintelligible, but to others it is quite clear when Kennedy says scornfully to LeMay, “Well you’re in it with me.”

At one point in the conversation LeMay says, “It’s Munich all over again,” meaning rather than fight it out, JFK was adopting his father’s isolationist non-interventionist policies in regards to Cuba.

It’s Munich all over again.

Munich is the motive for the murder, except it wasn't Joe Kennedy's duplicity at Munich so much as JFK's back channel negotiations with Castro that was the basis for the presumed betrayal.

Landmark decade old case still being considered for its public value, exposed CIA officer responsible for the DRE Cubans who tangled with LHO in New Orleans in the summer of '63 and the agent's operational status as CIA liaison to the HSCA, co-opting its investigation.

2.      Anthony Bothwell v. CIA re: Rosselli Operational files. Although CIA "Operational" Files are usually exempt from public disclosure this California attorney has convinced a judge to consider releasing the CIA Op files of mobster John Rosselli, known as "Colonel" at JMWAVE where he ran a team of commandos and reported to his case officer William Harvey even after Harvey was replaced by Des Fitzgerald. Rosselli was the source of Jack Anderson's revelations of the CIA-Mafia plots to kill Castro.

3.      Kelly v USAF re: MATS Manifests, on appeal to the Secretary of the AF, for Military Air Transport Service passenger manifests out of McGuire AFB NJ for October 1959 that may reflect that LHO traveled to USSR via Germany by air rather than by steamship as the Warren Report contends.

“On the airplane her son sat in the window seat and she sat in the middle. The man sitting in the aisle seat said his name was Lee Oswald; she doesn’t remember him using a middle name. He seemed tense and didn’t say much; he gripped the arms of the seat so tightly that his knuckles were white. She thought he was merely afraid of flying. He was quite taciturn and actually seemed hostile when she tried to talk to him. The young man relaxed after they had a meal. He seemed to her like he had a lot of pent-up emotion. He said he had served in Japan and the Philippines. He was wearing a Marine Corps uniform. He said he had fallen in love with a Japanese girl and had been imprisoned in either Japan or the Philippines because he wanted to marry her. He said he was being shipped to Germany by the military; the departure had been so hastily arranged that he had not even been able to see his mother. Mrs. Steenbarger described the man as having light to sand hair, light eyes, with sharpshooter medals on his uniform, a name plate saying “Lee Oswald” and a slight Southern accent. He said his father was named Robert E. Lee Oswald. He talked about putting down the American system. He said he was being shipped to Germany because they needed him right away and that he had a skill he could use there, but she doesn’t recall if he specified what skill.”

There are other outstanding cases but these are the most important ones that are underway that CAPA should officially endorse and publicly support.

Proposed FOIA cases being prepared 

1.      Kelly v. WHCA - White House Communications Agency re: AF1 Radio Tapes - These unedited tapes are known to exist or did exist and if destroyed there should be a record of their destruction - and since there isn't a destruction record there is a strong likelihood they still exist. Morley calls these tapes the most significant evidence in the JFK assassination.

2.      Kelly v. JFK Library and DOD re: Project Four Leaves. JFK's desk calendar says that on September 25 1963 JFK signed a special National Security Action Memo on Project Four Leaves - a military communications system that remains classified.

Project Four Leaves – SUBJECT: Assignment of Highest National Security Priority to Project FOUR LEAVES In response to a recommendation by the Secretary of Defense, the president, under the authority granted by the Defense Production Act of 1950, today established the program listed below as being in the highest national security priority category for development and production. FOUR LEAVES.”  Signed: McGeorge Bundy 

3) Kelly v. CIA re: Pathfinder and NPIC. ARRB records reflect that Pathfinder plans for a sniper to kill Castro while riding in open jeep were intentionally kept misfiled at JMWAVE's NPIC National Photo Interpretation Center  section rather than in regular station CIA files.

“A folder, stored in the Photo Interpretation ["Section" crossed out ] Area at JMWAVE contained materials related to a plan to assassinate Castro in the Bay of Pigs Resort area where he maintained a yacht and was known to vacation. The plan, possibly with the code word PAJHFINDER had been disapproved and not under active consideration at the time. Our people did not participate actively in the plan in any regard.(b) While assigned to the Imagery Analysis Service, a number of our photo interpreters supported Carl Jenkins of the DD/P concerning a plan to assassinate Castro at the DuPont Veradero Estate, east of Havana. Castro was known to frequent the estate and the plan was to use a high powered rifle in the attempt. The photo interpreter support was restricted to providing annotated photographs and line drawings of the estate. To our knowledge this plan was never implemented

4.      CAPA v. Smithsonian re: NPIC Records. ARRB records reflect that NPIC JFK assassination records were boxed and sent to the Smithsonian at the order of RFK.

“She has a strong, independent recollection of NPC personnel boxing up all photographic materials (“everything we-the film department-had”) related to the assassination on the orders of Robert Kennedy and sending them to the Smithsonian Museum for permanent storage sometime within 6 months or so after the assassination. She cannot remember whether the orders from Robert Kennedy were in writing, or oral, but she was firmly of the impression in 1996 that the direction had come from Robert Kennedy. In order to test the strength of her Smithsonian recollection, I asked her whether she may have been confusing the Smithsonian with the National Archives or some other government body; she replied emphatically that she knew the difference between the National Archives and the Smithsonian, and reiterated that the boxed material went to the Smithsonian. She said she was certain of this because she, herself, was required to call an official at the Smithsonian to discuss the imminent transfer, and recalls that the individual to whom she spoke was as surprised by the selection of the Smithsonian as she was.”

 5.Pendulum The Higgins Memo mentions that there was a special security program Pendulum - put in place - request Pendulum records.

“16. After the JCS meeting Admiral Riley called Colonel Higgins into his office and read a letter from Mr. McGeorge Bundy which discussed secrecy measures necessary related to Cuba CIA operations. Admiral Riley directed Colonel Higgins to have the nature of this letter put out through SACSA control to SACSA contact points to insure an adequate system for secrecy within the military services. Admiral Riley stated he was returning the letter to Mr. Gilpatric as he did not want written communication by SACSA, but to put this out orally. This was transmitted to Colonel Wyman who will take the action to prepare an appropriate memorandum for the record to be filed with General Ingelido in accordance with further direction by Admiral Riley.”

"17. General Wheeler, Chief of Staff of the Army, called and questioned us concerning SACSA's access for the knowledge of such operations as mentioned in the McGeorge Bundy letter. I advised him that our Pendulum system was in being but that I would look into it in greater detail to determine that it met the letter as well as the spirit of the memorandum. I stated I believed this was so but had not had reason to do it until this date and therefore did not give him a positive answer at that time.”

4.      RFK Papers at JFK Library. Max Holland and a conservative think tank have requested these records and since we won’t work with them we will file our own request to determine the status of the RFK records at the JFK Library.
