Hi Tommy, I don't think so. It has the side profile of Oswald, the brown shirt. Lovelady went to the back of the TSBD after the shooting and was seen there by others. Though there should be others photos from other angles that will confirm or refute.
Billy Lovelady was not wearing a short-sleeved shirt that day. He is clearly seen in the Dallas Cinema Associates (DCA) JFK assassination film "The Final Hour" wearing a long-sleeved, red-checkered shirt standing in front of the TSBD after the shooting. https://www.youtube.com/watch?v=KqMtbnBxIYU
At 4:42 a guy with a red checkered shirt. I say it is Billy Lovelady At 5:44 .... same guy. At 6:25 I see a different guy at the lower right step out hands in pockets ..not bald on the back of the head like Lovelady.... Wearing a different shade of long sleeve shirt not reddish but brownish...one like described by both Roy Truly and Officer Baker. I think that guy @ 6:25 is Lee Harvey Oswald I was downtown that day and saw the parade on Main St. I wore a long sleeve shirt that morning because it was chilly... but took it off later as it warmed up. I know there was a lady who claimed that she saw Oswald at work only in a white T-shirt perhaps just as I did, he took it off for awhile to lift boxes and busy stuff and then put it back on when he left.
Not sure but I think this frame is taken from the Couch film. The one showing the policeman running to the TSBD. The cop actually would have had to run past this guy standing in the TSBD entrance.
LHO had a sort of rust brown shirt on over his white T-shirt. That is him. Eating the last bits of a sandwich before he went back inside and up the steps to the 2nd floor and on down to lunchroom to buy a Coke to wash it all down with.
Seems like he went down to the first floor Domino lunchroom got his lite jacket. The back to the glass door front, down the stairs and around the mailbox paper stand. That he was out on the steps and then left gave him a few days before they killed him a the patsy frame up did not work well.
